Title I, Title II: What Direction for Broadband Reclassification?

The D.C. Circuit Court of Appeal’s decision in the Comcast v. FCC has opened the door to the appropriate manner by which broadband providers will be regulated. Is Title II once again in the future for information providers? Does Title I permit adequate safeguards for consumers, and for the government? And what of the ‘Third Way’? How well will it meet the needs of broadband providers and users?

Telecommunications advocates, policy-makers, journalists, top officials and the general public, all seeking to trade insights on these important issues, are invited to attend this event of the Broadband Breakfast Club, which includes full American and Continental breakfasts, for as little as $45.00, plus a modest registration fee.

Panelists:

  • Gerard J. Duffy, Legislative/Regulatory Counsel, Western Telecommunications Alliance

A trade association, WTA represents more than 250 rural incumbent local exchange carriers operating within the twenty-four states located west of the Mississippi River, including Alaska and Hawaii. WTA members are generally small, family-owned companies or cooperatives serving remote, rugged and sparsely populated farming, ranching and mining areas. Gerry has been a partner at Blooston, Mordkofsky, Dickens, Duffy & Prendergast, LLP since 1992. His areas of practice focus on rural telephone, Internet and cable television issues. Gerry has a JD from the George Washington University Law School and holds graduate degrees in economics from the University of Illinois, and in accounting from Virginia Tech.

  • Harold Feld, Legal Director, Public Knowledge

At PK Harold manages and mentors the legal team and acts as lead attorney for issues before the FCC and the courts. Previously, Harold worked as Senior Vice President of Media Access Project for almost 10 years. Prior to joining MAP, Harold was an associate at Covington & Burling, worked on Freedom of Information Act, Privacy Act, and accountability issues at the Department of Energy, and clerked for the D.C. Court of Appeals. He received his B.A. from Princeton University, and his J.D. from Boston University Law School. Harold also writes “Tales of the Sausage Factory”, a progressive blog on media and telecom policy.

  • C. Lincoln Hoewing, Vice President of Internet & Technology Issues, Verizon

Link is responsible for identifying and assessing emerging issues and developing corporate positions on Internet and Technology industry issues. In addition, Link develops relationships with high technology industry members, interactive technology associations, research institutes, and think tanks. He frequently delivers public discourses on high technology issues. Amidst his various and pertinent duties at Verizon, Link has taken the time to write articles on using the Internet in the public policy process. Previously he was in external affairs positions at Bell Atlantic and Telecom in New Zealand. He also served eight years as a Congressional Legislative Aide and Deputy Staff Director on the Senate Governmental Affairs Committee. Link has a Bachelor's degree from Carthage College and a Masters degree in Public Administration from American University.

  • John W. Mayo, Professor of Economics, Business and Public Policy, Georgetown University, McDonough School of Business

John's research interests lie in the areas of industrial organization, regulation and antitrust and the application of microeconomics to public policy. He has published roughly 50 articles in economics, law and public policy journals. He is also the author of numerous book chapters and monographs, and is the co-author of a comprehensive text, "Government and Business: The Economics of Antitrust and Regulation." John has held a number of senior administrative positions at Georgetown including Dean of the McDonough School of Business from 2002-2004. Additionally, he has been the Chief Economist, U.S. Senate Small Business Committee (Democratic Staff) and has served as an advisor and consultant to both public and private agencies. Professor Mayo’s research and or interviews have appeared in the popular press. Professor Mayo also serves as the Executive Director for the Center on Business and Public Policy, which he founded on in 2002.

  • Cathy Sloan, Vice President of Government Relations, Computer & Communications Industry Association

Cathy has over 20 years of experience in telecom law, regulation and legislative work. Prior to her position at CCIA, Cathy was VP Congressional Relations at CompTel. She also served as VP Government Relations for LDDS Communications, which became MCI WorldCom. Cathy was a key industry player in negotiations toward passage of the Telecom Act of 1996 and its implementation by the FCC. She was a member of the Board of Directors of the Competitive Long Distance Coalition and of CompTel. Cathy began her career as an FCC intern and an associate at a telecom consulting firm working on the antitrust case that broke up AT&T. She has also taught telecom policy at George Washington University. Cathy earned a BA in Communications, magna cum laude from Fordham University and a JD from Georgetown University Law Center.

  • Lawrence J. Spiwak, Phoenix Center for Advanced Legal & Economic Public Policy Studies

Larry is co-founder of the Center which is a non-profit organization that studies broad public-policy issues related to governance, social and economic conditions, with an emphasis on the law and economics of telecommunications and high-tech industries. The Phoenix Center publishes policy papers, sponsors Congressional briefings, policy roundtables and educational retreats, as well as its noted Annual U.S.Telecoms Symposium. The Center also hosts its internationally renowned web page, which contains one of the largest sources of free research material on the Internet. Mr. Spiwak received his B.A. from the George Washington University and his J.D. from the Benjamin N. Cardozo School of Law.

The event is moderated by Kim Hart, Reporter for Politico. Kim previously covered technology as reporter and columnist for The HIll and Washington Post. Hart has journalism degrees from the University of Florida and the University of Maryland and has written for the Baltimore Sun, American Journalism Review and several newspapers in her home state of Florida.
